The Greenspoint community of Houston faces some of the most concentrated challenges in the region, including persistent poverty, low educational attainment, limited income mobility, high rates of child hardship, and ongoing safety concerns. These issues are not only more severe than those seen citywide or nationally, but they are also deeply systemic, requiring targeted, place-based solutions. Re‑Birth Community Outreach Initiative (RCOI) was created in direct response to these conditions. Our mission-driven programs are designed to meet these urgent needs head-on, offering youth mentorship, reentry support, financial empowerment, digital access, and holistic wellness services. By focusing our efforts where the disparities are greatest, we aim to create measurable, lasting change, one life, one family, and one neighborhood at a time.
Health & Wellness
A recent regional study shows 39% of Harris County households are food insecure, nearly triple the national rate, a stark indicator of unmet basic needs. A local homeless count found over 23,000 people accessed homeless services (including shelters and prevention) in the Houston area, with more than 3,000 people experiencing homelessness on any given night. These statistics highlight critical needs for food access, health resources, and stability supports.

Re-entry & Restoration
In Texas, roughly 40,000 people are released from state prisons each year, and an estimated 20% return to Harris County, the region that includes Houston. This creates a large population in need of structured reentry services such as housing, job readiness, and support networks.
How We Help
We believe that every individual returning to society deserves a second chance and the tools to thrive. Our reentry programs support justice-impacted individuals with trauma-informed care, transitional housing partnerships, workforce training, and essential resources. By removing barriers and providing personalized support, we foster stability, reduce recidivism, and help rebuild lives with dignity.
Key Services
– “Back 2 Life” Reentry Program
– Transitional Housing Referrals
– Workforce Readiness & Clothing Closet
– Small Group Mentorship & Counseling
Economic Empowerment
Houston has one of the highest poverty rates among major U.S. cities, with about 21.2% of residents living at or below the federal poverty line, and nearly one in three children in poverty. In Harris County, approximately 15.9% of residents live below the poverty line, significantly higher than national averages. These economic realities underscore the need for financial literacy, budgeting support, credit building, and pathways to economic stability.
How We Help
Financial instability is a root barrier to self-sufficiency. Through community workshops, tax assistance, and credit-building support, we equip individuals and families with the tools needed to manage money wisely, build assets, and pursue entrepreneurship or employment.
